[BFix] NCIC question

Guys and Gals,
   In the second largest city in NM, we only have one Motor Vehicle 
Department.  To make matters worse, most of the employees aren't very 
helpful nor knowledgeable.  They won't do a NCIC search before I buy a 
vehicle so I can make sure everything is legit...Are there websites, etc. in 
which I can verify a VIN to make sure it's clean before laying down cash?
