It sounds like you emergency flasher switch is either bad or not grounded.  
Take it out and test for continuity, or lack of , in the off position.
 
 
In any case you have power going straight to the emergency flasher module  
and you need to determine if it is traveling through the switch or going  
straight to the module and by passing the switch

 
Do they stop flashing when you activate the turn signals, honk the horn,  
apply the brakes or turn on the head lights? 
 
What about if you turn on the heater, wipers or radio?
 
Look at the harness to column connector and make sure everything is  properly 
connected, un do the turn signal connection and see if that makes a  
difference and then check the flasher connection.........they may be  reversed.

flash constantly no matter if the hazard switch is on or off. I also installed  a 
new ididit tilt column at the same time so it's compatible with the harness  
and is brand spankin new.
