[BFix] SMOG Test

It was my understanding a few years ago that our SMOG checks in Fresno were  
more strict than in the Bay area (Dyno testing) because we had a bigger SMOG  
problem....Guess where a bunch of our pollution blows in from??

Can anybody tell me why they check all this crap?  Shouldn't they be  
concerned w/ the displacement of the motor and what comes out of the  tailpipe?  Who 
cares what else you do to the motor as long as what  comes out of the tail 
pipe is okay...
