Put simply the concern is that you could tune an engine to meet their simple test while not really having the total emissions profile that passed the much, much more stringent and in-depth EPA emissions testing.
Think of this as the gumberment fearing what they don't know.
Alcohol fuel would put the vehicle into the "Alternately Fueled Vehicles" category which should make you exempt for the Bi-Annual inspections, but don't think that CARB will allow you to then pump from their E85 pumps. They don't think any individual is smart enough for that. They as much as told me so.

Can anybody tell me why they check all this crap? Shouldn't they be concerned w/ the displacement of the motor and what comes out of the tailpipe? Who cares what else you do to the motor as long as what comes out of the tail pipe is okay...
Thought I'd throw this out since the political debate seems to be winding down...
