It serves a very good purpose when administered correctly. These tests
help ensure air quality. The requirements vary by county and region due
to varying local air qualities. The EPA requires certain standards met
on a national basis and it is up to the local governments on how they
choose to meet those standards. In the Portland area when have an
attainment zone that requires the "smog" checks and seasonally
reformulated fuels.
To put it simply: NOX is a green house gas, HC is unburned fuel,
neither of which you want in the air you breath.
My 66' doesn't have to be tested because of it's age, but I took it
through anyway just to see how it was running. They tested it for free,
and it "passed" whatever standard they were using.
I recommend that everyone watch the "Inconvenient truth" no matter what
you think of Al (invented the Internet) Gore as it is actually very well
done. I felt the documentary/movie really helps put the global warming
issue into perspective.
I personally would like this planet to be a nice place to live for my
daughter!

Can anybody tell me why they even do it at all? Oh wait, it's just
another way to get their fingers into your piece of the pie. I am so
glad we have nothing like that here in Florida. I had to deal with it
in Washington and it made absolutely no sense why only certain counties
were required to do emissions testing. When we lived in Tacoma, we
bought a 1999 Expedition (dealer demo) that had less than 6k miles on it
that failed emissions when I went to get it registered. The dealership
couldn't find anything wrong with it and we tried it again at another
testing facility and it passed with no problems. My 79 bronco smoked at
idle and passed the first try without any troubles. It is a poorly
designed manipulative system that serves no purpose except to cost the
tax payers excessive money to repair the vehicles that don't pass at
"State Emissions Repair facilities"and hold them "hostage" by not
allowing the vehicles on the road until it's repaired or gets a waiver.
My diesel didn't even have to be tested at all at the time. I am not
sure how it works now since I have been gone from there for about 5
years, but it was a crooked system when I was there. It's politicians
getting laws passed that really don't serve a purpose except for their
special interest group. It's no different than the vehicle inspection
stickers that some places require.
Ok I am off my engine block again now that I have said my 2 cents worth.
