Where ever there are regulations being enforced it will be up to whatever
local jurisdiction the regulations were made in to enforce.  That means each
county, city, state that wants to regulate anything for whatever reason can
make the regulation then tax and fee you to enforce it upon you.  And you
thought it wasn't important who you voted for to represent you.  All they
really do is create management jobs for friends and relatives.  Of course
that trickles down to creating jobs for all sorts of paper pushers and
shovel holder uppers.

Another question is why do they vary by county and why can you only get your
vehicle smogged in the county it's registered in. It seems to be that the
smog rules should be the same everywhere, regardless of the county.
