One of the guys on my race crew had a Pantera. He put Webbers on it and
some other stuff and threw all the factory things in the trash. When the bi
annual inspections started in Ca he went everywhere trying to find the parts
needed to make his car "smog legal" again. He finally went for a smog
check, and the car zeroed the machine, but the guys at the smog place told
him they couldn't certify the car as it wasn't legally equipped. The guy
went to the smog referee and they gave him a permanent exemption. This
whole deal was over twenty years ago, and I don't know if you could get by
the referee today or not.

While the original intent was to clean up the air, once the bureaucracy
was in place the intent (of the bureaucracy) has been to keep its self
employed. If it was truly still about cleaning the air then the simple
fact that what comes out the tailpipe should be the only thing that
counts.
Several years ago one of the car magazines (I don't remember if it was
Hot Rod or Car Craft) proved this. They had a Chevy that they added a
bunch of speed parts to and then took it to the Smog Station. The car
passed easily for one that was 10years newer but was failed when they
popped the hood for the visual and found all the original smog parts
gone. The magazine then returned the car to stock and had it retested.
The car passed for its year of manufacture but was MUCH dirtier then it
had been with the speed parts.
The Smog guys stated that their hands were tied. No matter how clean
the car ran out the tailpipe it HAD to have all the correct smog
equipment in place or it would fail. Even if it ran dirtier with said
equipment.
