Probably not. If there was a defective part that a replacement could not be found for, then it would get either a permanent or a limited exemption depending on other circumstances.

When the original part(s) are altered or missing there is no limit to what the owner has to do to make it pass.

MISF was a BAR referee for a period of time. He was in southern Santa Barabara county just when they came under the Bi-Annual Inspection rules.  He saw all sorts of odd & spendy gray market and limited import cars from Monticeto and Hope Ranch. The BAR is VERY well informed. They have a lot of documentation on what cars should have and not have. If you've managed to pull the wool over their eyes you've done something very rare. I would not suggest trying it. MISF's attitude was that if you were trying to comply and failing, then he'd help you any way he could & bend over backwards in the effort+. If you were trying to cheat the system, then he'd not help you every way that he could.
