Russell, that's any easy one. The answer is that the program was not created
to have any consideration for how much it costs YOU. It was created so that
some politician could say he has done his part to protect the environment.
At the time it was created you had everyone with a set of craftsman wrenches
making their car use as much fuel as it could to go as fast as it would go. 

 

Think how much the kids with their underwear exposed makes us all crazy? Or
how almost everyone with a quad or dirt bike makes a new trail 25 yards from
an already existing trail? I bet it was an easy sell to get restrictions put
on cars in the late 60s and early 70s. Since then they have been making
improvements to a not so well thought out system.

I NEVER understood California or any state having a visual inspection for
the proper emissions equipment. There should be NO NEED to open the hood and
look at anything! What the inspection is to determine is if your car is
polluting. If a car has a hose stuffed in its tailpipe and the exhaust
passes the amount that their book say it is allowed to have then what
difference does it matter how it got there?!! I could care less what series
of gadgets a person used to make his car meet the required levels. Everyone
knows that what a lot of people do is to have the stock engine sitting
around until it is time for inspection then replace the high performance
engine with the stocker in time for the inspection. Illegal? Sure! But I bet
the guys who do that probably pollute more than the guys who if allowed
would run a H.P. engine that did not have all the stock emissions gear but
still ran clean enough to pass. Just my opinion here. Nobody is for having
dirty air BUT why cost people lots of $ just to get to the same goal?
