[BFix] SMOG Test

It's people control. It's, as mentioned, political chest thumping. It's also a fear of the unknown by those writing the law(s). 
The assumption is that since you can only test for a small part of the total operating conditions after the vehicle is on the road, but that the EPA prior to the vehicle's sales release has caused a full spectrum emissions testing to happen, that those bits the OE put on the vehicle are the very least required equipment to meet the total emissions goal for the vehicle. So anything missing likely causes some part of the total emissions profile to not meet the original EPA stds for that year/make/model even though the vehicle might pass the actual sniffer test.

 is for having dirty air BUT why cost people lots of $ just  to get to the same goal?
