Having worked with both CARB (California Air Resources Board) and the
EPA on several rulemaking efforts and issues I would strongly recommend
anyone who lives in California start pressuring your representatives to
restrain CARB. They are out of control and don't have to consider the
burden they place upon the people they are supposed to represent. The
EPA does a MUCH better job. CARB is more about politics and feel good
legislation as opposed to really make the right long term decisions....

I NEVER understood California or any state having a visual inspection
for the proper emissions equipment. There should be NO NEED to open the
hood and look at anything! What the inspection is to determine is if
your car is polluting. If a car has a hose stuffed in its tailpipe and
the exhaust passes the amount that their book say it is allowed to have
then what difference does it matter how it got there?!! I could care
less what series of gadgets a person used to make his car meet the
required levels. Everyone knows that what a lot of people do is to have
the stock engine sitting around until it is time for inspection then
replace the high performance engine with the stocker in time for the
inspection. Illegal? Sure! But I bet the guys who do that probably
pollute more than the guys who if allowed would run a H.P. engine that
did not have all the stock emissions gear but still ran clean enough to
pass. Just my opinion here. Nobody is for having dirty air BUT why cost
people lots of $ just to get to the same goal?
