I've had owner bottles for years. I bought a new one once and have never
seen it since the first exchange. They should be stamped with a code number
that designates that it is not a company bottle for rent but a private owner
bottle. You just exchange them for another. They take care of the the
required DOT testing and hydrostatic pressure tests. You always get a legal
bottle. I get a lot of gas :) from the local NAPA on Saturdays, that's when
you always run out. You never get a rental charge you just pay for the gas
because you already contributed a bottle to the owner pool. Common practice
everywhere I've heard of.

I have what they call lifetime tanks for cutting torch and I can't find
anyone locally that will fill them. They all want me to give them my tanks
and then lease or buy new ones. Its a bunch of BS!
