Mike, I've just exchanged my empties at the local welding supply places for filled bottles. You just pay for the gas and as mentioned, you always get a legal, hydro-tested bottle. The first time I exchanged my nice new acetylene bottle, I got a ratty looking, though freshly hydro'd bottle back...hated to give mine up!
