If you need a fastener to be secure in a blind bolt hole then use a loc-tite or similiar compound. Just like Jack mentioned the other split and then the torque value placed on the fastener is totally compromised. That goes for bolting two pieces together --flat
washers on either side of the pieces-- the bolt goes through and a lock nut either nylon or metal is used.
