Sounds like you broke a parking brake cable. They're poorly sealed against
water and eventually the cable siezes up in the sheath, rusts away and then
snaps. It's amazing how much force you can put on the brake with your foot
to set the brake and brake the cable! The system is set up to keep applying
the other parking brake so it will somewhat work and you have at least 50%
parking brake capability.
Your disc pads & rotors aren't used as part of the parking brake system -
The actual parking brake is contained in the rotor hat (what covers the axle
flange. Take the rear caliper off and the bracket that holds it over the
rotor (IIRC it has to be removed), then the rotor should come off the axle
flange. Inside you'll see a minitaure version of old drum brakes - minus the
brake cylinder..
Mine was nice enought to let the driver side cable sieze with the brakes
applied & then eventually brake. I pretty much burned off the little pad
material that was on the shoes. Never realized that only one wheel's parking
brake was working Ordered new cables from Ford Parts Online and had to go
to Napa and get the shoes when I found they were bad.

Having a problem with the brakes on my 02 Expedition.It all started after I
was parked on a hill with my empty trailer on it (1500lbs) and I engaged the
parking brake before I put it in park to keep the stress off the tranny.The
pedal on the first short part of the stroke grabs them but then the pedal
goes almost to the floor but still stops just fine.I put new pads on the FT
(Ceramics) and it helped a little with the pedal feel but somenthing
obviously isnt right.I havent checked the rear but they are ceramics also
and only a little over a year old.It acts like the booster is failing but I
couldnt find anything else wrong.
The brakes are stock 4 Wheel Disc with ceramic pads and I have no brake
lights on the dash and the MC is full.
